These third-world slugs can get a Taxpayer Idendification Number with virtually no real questions/reprcussions asked. They then can file for EITC with that and in most states qualification for one status is automatic qualification for others like SNAP, TANF, etc.
With a TIN they can also claim dependents down in Mexico per IRS.
How about just cutting off the free money? No, people will revolt? Well, how about this. We keep sending them money each month but we inflate the cash so its worthless. Yes, they can get there two thousand dollars a month welfare, but now it will buy you only a can of beans. Looks like this is happening. Work or starve. Three years ago, the last time I was in the DMV in TX, the US citizens (uh, guessing...) it was just me and a very rude loud white guy from CA who was hollering the whole time about how great CA was and how crappy TX was. Everyone else was Hispanic and none were speaking English. Funny how they were very concerned about making sure there were birth certificates for everyone.
