Cell phones CAN use, but do not REQUIRE Wi-Fi to make phone calls.

This is great advice! Amateur Radio (Ham Radio) is an excellent choice: Hand-held, dual-band radios are inexpensive (good radios are less than $100 USD, decent radios are less than $50), easy to learn and use (literally hundreds of videos online for first-timers), no wifi or cell-service is needed, and do not require a license for EMERGENCY use.

Does anyone even have a landline anymore? Phone companies make it difficult to have a landline.
