Low estimate. The D.C. Metro Police also had undercover cops in the crowd, supposedly unknown to the Capitol Police, who seemed quite upset when that news recently leaked, as cops don’t want to shoot other cops. I’ve heard that D.C. Metro had at least 45 cops in the crowd - treat that as unverified rumor.
Throw in other alphabets (CIA, NSA, CID, ...) and quickly the math gets unwieldy. Back in 1968, we spotted the undercover LEOs by their shoes - black and shined. FBI has a different undercover look. Ray Epps looked like an asset, not an employee with full benefits.
