Many states have their own laws against lead ammo, especially in wetlands hunting for waterfowl.

Pretty sure the lead shot ban is federal. Migratory birds are subject to international treaties, hence fed involvement...duck stamps, etc.

I don’t see a problem with non-toxic shot for wetlands. Lead kills indiscriminately if it lays around where animals can consume it.
