Israel is targeting Hamas military infrastructure and weaponry - if Hamas uses civilian women and children as human shields - the collateral damage is not Israel’s doing.
Strangely, they only believe the parts of what Hamas says that align with their agenda. In this case, Bernie "believes" Hamas when Hamas says 12,000 people died, but Bernie apparently doesn't believe Hamas when they say they will repeat their attacks until they destroy Israel.
Hamas lies constantly. Their casualty claims are probably just made up for propaganda purposes. As is most of what Bernie Sanders says.

That would eliminate all of the 40,000 fighters that HAMAS claims to have plus the other 400,000 people who must be providing direct logistical support to the fighters. That is what it truly means to destroy HAMAS.
War is an incredibly ugly business.
Then Israel will need to expel approximately 2,000,000 Palestinians to any Muslim country that will accept them. Oh snap! That would be zero Muslim countries.
Western "democratic" countries with a death wish might agree to accept Palestinian "refugees". Some of them will. It won't be enough to matter for Israel.
A ruthless IDF military occupation could suppress any successors to HAMAS from arising. It would take a major fraction of the Israel economy to sustain that force with close to 50,000 troops on permanent garrison duty in Gaza. They cannot afford such an effort.
Genocide is far and away the cheaper "solution". The effective rule is "Do unto others before they do unto you". HAMAS explicitly wants the extermination of all Jews and the destruction of Israel. The Palestinians in Gaza overwhelmingly support HAMAS. The only effective "negotiation" is for Israel to exterminate the Palestinians in Gaza.
It is a difficult problem. The Israelis do not appear willing or even capable of doing what is necessary to solve that problem. Nor will the current United States government allow Israel to do what is necessary. The shadow people who control our government are pro-Muslim and anti-Jewish.
We will see how this turns out. An Israel victory is by no means certain.
