That’s true of many presidential pardons. And I think it illustrates a flaw in the thinking of the Founders. They fought to remove a king. Then they gave the president an absolute, king-like pardon power.
There are no checks and balances like with other powers. Perhaps a pardon should be treated like a presidential veto. It can be overridden by a 2/3 vote in both Houses of Congress.
If I ever invent a time machine, I’m going to mention this to Washington, Franklin, and the rest of the boys.
