Anyone who knows how can analyze it. All of the genomics analysis tools are publicly accessible. You can do it yourself.
First, the virus genome sequence: Severe acute respiratory syndrome coronavirus 2 isolate Wuhan-Hu-1, complete genome.
Next, the sequence analysis tools: Basic Local Alignment Search Tool. The most pertinent tool here is the "VecScreen" tool; since a vector is used for genetic engineering, you would find it if present in the SARS-CoV-2 genome.
Finally, the tool that molecular biologists use to compare sequences from different organisms: Multiple Sequence Alignment. (Note: this tool is being retired at the end of January, but the new tool is not available yet.)
If I am lying about doing the sequence analyses which show that the SARS-CoV-2 is a natural virus, then you should be able to do the same analysis and show exactly where the signs of genetic engineering are and demonstrate that I am lying. I've provided almost everything you need. What I did not provide was links to other coronavirus sequences for the Clustal analysis, but--since you apparently know more about molecular biology than I do--it should be trivial for you to find them.

The key to releasing a biological weapon is to make sure that the restriction endonuclease cleavage sites aren’t easily visualized so it’s hard to trace. When it comes to this kind of work, the government is light years ahead of what you know, or think you know about cleavage sites.
The give always are really easy to spot that it was man made: 1) The Chinese did nothing to stop the spread internationally. 2) The NIH was funding research in China, in a lab it paid to build with US tax dollars, enhancing this virus, even though illegal to do so in US. 3) The CIA and media told everyone it came from bat soup…….they didn’t sell the carrier bat in the food market because it lives 1000km away. 4) The CIA paid scientists to lie about the origins of COVID-19, after the US government put a research team together, and say it was natural in origin. 5) The highest paid government employee lied about the Wuhan lab, the funding, and its connection to the same research in North Carolina which was banned.
Two obvious things, you don’t pay scientists to lie unless the truth is uncomfortable and you don’t risk worldwide murder and sanctions by exporting infected people unless you have an agenda.

There are multiple techniques for introducing genetic sequences without showing any strings of nucleotides marking a border or buffer between the original sequence and the insert.
