While it may be true that his verbal skills are second tier, his communication skills are definitely top tier.
Everyone understands exactly what he is saying. And having listened to what he says, a surprising preponderance of his audience are persuaded to his positions.
For that high level of communication skills, it is more than an effective trade off, verbal for communication skills.
