What’s your point about 9/11? The mutual defense clause of the North Atlantic Treaty was invoked and NATO fighters patrolled the skies until the suspension of air travel was lifted. I don’t e believe anyone else was asked for help, though I seem to remember search and rescue teams from around the world

We’re sending the navy because of the American hostages. The range of the respective types terrorist missiles is about 6-100 miles. Stationing our ships 100 miles out would be perfectly safe. Only one type of missive has a range of more than 20 miles. If necessary we could take out the launchers are draw much closer to the shore
