Yes, it’s a carefully worded non-answer that won’t upset the people who really want him to take the job, while not actually promising that he would.
He knows there is zero chance he would ever get elected speaker, so he’ll never have to make that decision in the real world.

This would be one way to fan the flames on all the attempts to interfere with the Presidential election. Confound and even terrorize the Deep State and most of the media.

Trump could act as Speaker of the House and still continue to pursue his candidacy for the Presidency. It turns out, for Trump, there is no such thing as bad publicity.

It might have been an oversight on the part of the Founders. But the Constitution does not require the Speaker of the House to actually be a member of the House.
So Trump is eligible. As are you and I. All three of us probably have equal chances of becoming the next Speaker.
