California sends out mail-in ballots to EVERYONE. Registered or not. My neighbor got three, including one to a person that had moved out 10 years prior.
I suspect the Democrats will make sure each one of those fentanyl users, and all other homeless vote - they don’t have to show up at the polls, ballots will be printed up for them and filled out by vote harvesters. Vote harvesting is legal in California - some say vote fraud started here and I do not doubt it.
They might not make it to the voting booths, but you can be sure ballots bearing their names will be run through Dominion machines at least once, and maybe a dozen times just to be sure.
