That shocking statement was broadly seen as “green light” to Russia and met with immediate criticism from Washington to Kiev. So he was forced to walk it back. Regardless of his real intent (Biden is so confused you never know what’s real), the problem was it sent the wrong message to Russia at the wrong time.
