This is probably because 61 percent do not believe Biden is mentally sound enough for the job.
I think most people knew in 2020 that he wasn't capable of handling the job, yet, Biden "won". The people who voted for Biden in 2020, will likely do the same again. It's a habit which they're afraid of breaking.
