I disagree. These days too many countries and companies are dependent upon the Falcon9 to get to orbit. Including our own SpaceForce. They have contracts for years out. There would be a huge backlash if Falcon were impeded. Easier to stick it to Elon by hampering his pet project -- to get to Mars.
But you just proved it. Grounding Falcon would cost Elon a lot of money. Grounding Starship, which only has 4 test launches vaguely schedule in the next 18 months does NOTHING.
