Right. The victims of the fire are going to be totally destroyed by the bureaucrats, greedy investors (Blackrock), and the WEF. The media will blackout any coverage, the government will assist or turn a blind eye, and social media will censor/cancel any whispers about the injustice of it all. Like the pandemic, it will used and exploited to benefit evil.
Just like what was done in every blue city and every swing state when Antifa/BLM were hired to burn small businesses (mostly run by conservatives). Gov’mts will mandate union labor and upgrades to rebuild — so they will take the property at much reduced market rates.
I agree...they do have some powers...but they want the taxes...so I doubt except for a very small area...they are willing not only to give up the tax money but find money to pay for a lotsa law suits.

One problem in the way of rebuilding is updated building codes.
Most Lahaina homes were probably built to relatively ancient and outdated building codes.
Total destruction likely precludes rebuilding classified as “repair” for building code compliance reasons.
If Lahaina homeowners’ home insurance does not cover “replacement cost” in the case of a total loss, then homeowners not covered in that manner will need a cash infusion to rebuild any totally destroyed home.
If they do not have such cash, perhaps they could borrow it.
If they cannot borrow it on their own, perhaps by the time it is needed, there will be some government program to bridge them a loan.
If borrowing is not possible, then perhaps they can downsize their rebuilt home with less floor space. Perhaps they will be fortunate enough to qualify for a grant of some kind, or receive charity.
Perhaps they can find someone with deep pockets to sue.
Residents affected in that manner are not likely to be entirely happy with the situation, and begin to consider the option of moving and starting life anew in a different location. (A location on Maui might not be practical since Lahaina homes were already low end compared to homes in other Maui locations.) (Maybe the government could subsidize relocation, although the questions then would be where and for how much taxpayer expense.)
After learning that the entire family owning a parcel has been killed, a squatter could take possession, live on and work the land for 20 years and file a claim for adverse possession.
