They are corrupt through and through.
How much did California say their “high speed rail” will cost?
It’s like vastly more expensive than the Chinese High speed railways and much slower than the Chinese trains.

This sounds a lot like the Europeans who mocked the United States after the Civil War, "a hodge-podge of divided immigrants who will never get along and accomplish anything great."

China mandates an app on the phones of Chinese citizens that keep track of your social credit score. If you have unapproved behaviours, your score gets reduced and your ability to function in society also gets reduced.

China is a totalitarian state. Big downside there.
As an foreigner Western visitors or migrants would be under high scrutiny and most likely unable to achieve a social credit score to have a care free life there.
I don’t know about its retirement visa situation. There are some Expats who are of retirement age and travel around Asia and post experiences on YouTube.
I believe in what Andrew Henderson says “Go where you are treated best”. He has a YT channel about being an Expat and having multiple passports, residences and visas.
When countries realize they are in competition for high earners and creative thinkers they change their visa and residency requirements accordingly.

Sure, he shows us some nice infrastructure, but he makes America look like a hellhole, when that hell hole was basically created by the cooperation between Democrats and the Chinese government.

There was always corruption in public works. Yet we built the Hoover Dam, the Golden Gate Bridge, the Empire State Building, etc., great marvels built by men using paper, pencils, and slide rules. But since about 1980, America has built precious little in the way of dams, railways, highways, seaports and airports. If you had an almanac from 1975, America led the world in the highest, tallest, and biggest buildings, bridges, tunnels, etc., with no rivals. A 2023 almanac is nearly a complete reversal. If the U.S. is on any list, it is usually well down and the construction was prior to 1980. China is the leader in these areas, with other Asian countries like Japan and South Korea and even Europe ahead of the former "arsenal of democracy."
China may be a paper tiger. But we are foolish to ignore the rampant signs of American weakness and decadence.
