Military transport aviation (5th Aviation Group of the 6955th Avb) is deployed on aircraft Ilyushin Il-76 and the 325th Aircraft Repair Plant.
Taganrog is then a valid military target.
Then why is it stated as a fact in the headline?

Too soon to say. From pictures, there appear to be fragments of Russian S-200 AAA missiles.
My assumption is this is debris from a missile going somewhere else (e..g, the military airfield there) that was hit by S-200 missiles or the S-200s that self-destruct without hitting anything, and it just happens the intercept was over the town.
Fortunately, it looks like no fatalities.

Article says Russia intercepted a Ukrainian missile and the damage below was done by falling debris. As bad as the damage was, there was no explosion because the missile was destroyed, so it could have been much worse.
