Affirmative Action rears its ugly head. Affirmative Action trumps competence. In reality, competence is all that matters when it comes to building and maintaining machinery.
That is absolutely true. This is a deeper problem than competency, however, in that the available facilities are so few, so behind schedule, that things are rolling up.
The issue here is with submarines in particular, but it extends to ALL ship maintenance and repairs, not limited to subs.
