That is absolutely true. This is a deeper problem than competency, however, in that the available facilities are so few, so behind schedule, that things are rolling up.
The issue here is with submarines in particular, but it extends to ALL ship maintenance and repairs, not limited to subs.
Passsegoula, Mississippi, Nofork, Virginia, and Electric Boat are the only shipyards I know of now. And I am not sure about them.
