It is about electricity. This is the Dims' way of grasping at straws to make intermittent wind and solar power work -- by using excess power days to make hydrogen and store it to later use when power is needed by running a fuel cell. Their thinking is: "we had to be right, all along, there was just something missing, this time we figured it out, this time it will work."
