I wonder who will investigate OceanGate? Navy, Coast Guard, NOAA, NTSB, or FTC? Some agency I’ve missed? All of the above?
And who will pay for the failed rescue and recovery efforts?

It was mentioned several times early on the Titan was not required to pass safety regs or inspections by the US or eve Canada.
