The civil service is full of leaches.
Maybe 1/2 of them are professional, qualified, competent, and actually give a damn.
Many see civil service as an easy job with the ultimate in job security, great benefits, where with a garbage degree in sociology or divinity (as long as it’s some bachelors) and low productivity you can bring in an excellent salary for as long as you have a pulse.
Long gone is the era where the civil service lags behind the private sector. It’s for many a step up in terms of pay, job security, and benefits.

Due to a computer foul up, some of our bills were over paid not under paid. I was pleasantly surprised at the help I got at the city and county level from young workers, maybe in their late 20’s/early 30’s.
Our main post office continues to be manned by rectums, and the actual mail delivery people work hard and do a good job.
I avoid the main post office and use Office Depot’s little po and for post office jobs.
DMV is the worse. For a while our local one had a great black lady as the local director. The current one should be in charge of a prison cell block for serial killers not normal people.

1. Get rid of the government unions. They are members of the voting public so their reps are in effect their shop stewards.
2. Abolish the SES.
3. Contract all internal audit functions to CPA firms. Keep a limited number of criminal investigators in the OIG offices to handle the law breaking.
Reduce the overall staffing of the executive branch by removing by inverse proportion to the grade structure. There is a simple reason the three counties around DC have the highest per capita income in the US, too many over paid bureaucrats.
