China doesn’t need a “Spy Base” in Cuba to spy on the USA for the simplistic reason that China has spies where ever it desires in America Already.
I live in Kingsport Tennessee. There was a Chinese spy here, a woman, a PhD Chemical engineer I think but maybe a chemist. Any way her mission here was to get a job with the chemical company research labs. She was after the secret of how to make the chemical lining for tin cans. It is a coating for the inside of ordinary food cans. She accomplished her mission here and moved on to a company in Michigan after something else. She was caught there and jailed for industrial espionage.
So, the thought of a “Spy Base “ in Cuba is a journo joke
We always assume that we are China’s only target.
Cuba has a lot of Russians. And they can monitor commas from the Atlantic back to Russia. I doubt that China has the human intelligence in Russia like they do in the US.

The chinese embassy in Houston was a spy base. They were stealing information from the medical center’s hospitals and from NASA. Trump called them out. That night, the chinese based there were burning a lot of documents in their dumpsters. Since Trump was removed, I would be that their base in Houston is much larger and with more personnel.
