When I worked at a defense contractor they paid extra for 100% testing compliance. The company wanted to ask them to settle for 97% and were denied. Did they want 3 out of 100 aircraft to crash?
The testing had to be done anyway. Just test them when you build them. Same logic applies here.

By the way, are you suggesting by your posts, that we should probably start posting every bit of criticism about Trump 24 x 7? I was a Trump supporter, one of the first on FR, previously supported Lyn’ Ted. If you really want to see all the negative about all the candidates, I’d be happy, and I’m sure others would be happy to oblige you about Trump’s many failings.
