I suspect this is one of those times where they don’t require a very high percentage of GOP Votes in the Senate.

IOW, he Votes No, and knows it passes. I can vote No all day - and the money spigot is on high the entire time.


They take turns bowing out when their Legislation is going to pass (the Senate) regardless.
