Yes, quite a number of laws were broken. But America is a nation of men, not laws. In particular, there are no men who have the power to prosecute the violation of these laws, who will actually prosecute them. Thus, it is not the law that matters, it is the men that matter.

The law is helpless in a nation where the men will not (or can not) uphold it. Stalin knew this intimately and commented on it famously.
