Laws
do apply for law-abiding blacks. And those are the people far more likely to be harmed by black drivers who cant be bothered to obey traffic laws, especially since most MVAs occur close to home.

Why not just go ahead and say laws don’t apply to blacks?.. That's the new rule in St. Louis. Been in effect since Kim Gardner won the circuit attorney office.
