I fear that giving a contract to the lowest bidder overlooked the fact that the bidder cannot provide the necessary service.

whatever they are doing, they are NOT providing Catholic communion, confession, or last rites to Catholic patients. It's a disgrace. I'm not Catholic, but why do they always wait until Holy Week to do do this crap?
