Perhaps misinformed. Durham is not as lawless but very left politically. . .
It is very liberal. In Durham County, NC 80.4% of the people voted Democrat in the last presidential election, 18.0% voted for the Republican Party, and the remaining 1.5% voted Independent.

That is irrelevant when attempting to equate Durham with Portland
You cite only one factor is a complex equation

From the article:
Among the findings of the recent headline-grabbing Wall Street Journal poll revealing that the importance of “traditional American values” has plummeted among citizens is that just 39 percent of our people now say religious faith is very important to them.
Progressive liberal values are antithetical to traditional Biblical values. In the previous post I explained that the climate of lawlessness aside, 80% of the electorate in Durham votes Democratic. That reflects their propensity to support the opposite of traditional values. Let's also recall that their District Attorney went after the Duke lacrosse team on trumped up charges. Let's remember the Group of 88, comprised of 88 Duke professors who wrote that despite the investigation of the players those individuals should pay a price. Their current District Attorney, Deberry, is a Soros-styled easy-on-criminals type as well.
