First, parents or whoever who dont lock up guns should be charged CRIMINALLY.
2ND , Most of these shooters have no criminal records. So that isnt working.

Hate to burst your bubble but MOST if not all mass shooters have had some level of criminal involvement but are not charged due to mental issues. Many are referred to social workers, psych counseling but were are on “law enforcement radar”.

That would be having a justice system that prioritizes and slams the existing laws down HARD on CRIMINALS that commit GUN CRIMES. As it stands in this country, the justice system does not prosecute violent criminals who commit gun crimes in any way according to EXISTING LAWS or that benefit the safety of society so to DETER other CRIMINALS from committing gun crimes.
To have laws forcing people to lock up their guns means a way of enforcing the law. And to enforce the law means the government must know who has guns. So you support a registry of all firearms. And that ALWAYS leads to confiscation. ALWAYS.
We left over $80 billion of real military weapons in the hands of the Taliban.
