The act was typical Trump. He thought he could make a deal but the fact was....... he couldn’t. Mexico is ungoverned and could make no such agreement absent cartel consent.
There were definitely plans offered to Trump for how he could get Mexico to pay for the wall, such as getting a large tax on Western Union money transfers to Mexico, that the illegals would have to pay, but he never even entertained any of them.
So he never had his own plan, nor did he want to follow anyone else’s plan to make Mexico pay for the wall. He wanted US to pay for it, which is one of the main reasons it failed.
Just like he misrepresents the facts by claiming that his tariffs are paid by China, when they’re actually taxes on the US consumer.
