SWAT later showed up with body armor rated for rifle rounds, but they didn't go in either.
Basically, they weren't prepared to actually perform the life-threatening duties that they signed up for.

And to think a couple decades ago very few cops had body armor. Now they need to have the proper body armor and it must be rated to match the suspect's firearms and ammunition. Times have changed.
In the end it was an off duty Border Patrol agent, they have M-4s but he did not have one because he was off duty.

Body armor and it’s rating levels are a “nice to have”. But they do NOT dictate your response. And the best armor is rounds into the bad guy.
Last but not least, there is a well known cop hierarchy. Innocent victims at top, followed by cops and fire, and last, criminals.
You are expected and PAID to risk your life for people in the higher category, and not for the lower. If the cop safety was the first priority, they would never go to a call.
It’s pure cowardice to not go right into the assault. The cops have not had a “wait for SWAT” rule for active shooters for at least two decades (more in better departments)
