The FBI was corrupted when Hoover took over. He used it to get the goods on politician to make them accountable to him, while glosing over the Mafia (who were providing him with toyboys) and concentrating on getting publicity for taking out small time crooks like Bonny and Clyde (and oops, and a car full of park rangers) and John Dillinger.
