And the pro-Russians and their apologists keep emphatically telling us the USSR ≠ Russia, and vice versa.
It seems to me any verbal agreement made with Gorby would at the least have to be verbally reaffirmed “on the record” with “Russia”, and periodically renewed.
Yeah, none of this says boo about NATO not allowing Eastern European countries into membership.

The Ukraine was not a serious threat to Russia. If it had
been, Russia wouldn’t have marched to within seven miles
of downtown KEIV. It wouldn’t have gotten across the
border at all.
