Burning PVC in combination with other materials that act like catalysts or in low oxygen conditions, like what exists in a landfill or in some incinerators may produce dioxins. Ihe fire was clearly in the open and emitting huge quantities of HCl gas. Animals getting sick and fish kills are clearly the result of HCl not dioxins.
