And even the Federal guidelines that WERE cited in some of those executive orders typically had a variation of this little disclaimer that served as a giant flag for me:

Hmm ... I wonder why that would be included in a set of Federal guidelines. I know exactly why -- because I deal with Federal guidelines all the time in my line of work, and I know damn well that for constitutional reasons my work is governed by the laws of the states where I do business, NOT Federal law.
