In 2018, the Department of Transportation (DOT) withdrew a rule proposed three years earlier requiring trains carrying certain dangerous chemicals to utilize electronically controlled pneumatic (ECP) brakes, saying the technology's benefits were inconclusive. I doubt that had anything to do with this crash.

So where the rules ever in place before being withdrawn ?
I doubt Obama, Trump, and Biden are exactly experts on the braking systems on trains anyways so I wouldn’t really blame any of them anyways.

From a radio interview with the Congressman from this area, an axle on the train quit working due to bearing failure several miles before the derailment site. ECP would not have affected this train derailment.
