It is the written notes of Eric Davis on his 2002 meeting with Admiral Wilson where they discuss (among other things) the crash retrieval program and where the craft are kept.

It was placed in the Congressional Record by Congressman Gallagher.

The memo was never supposed to be disclosed publicly—however it was found in the estate papers of Astronaut Edgar Mitchell—so the chain of custody is simple and clean.

I’ve seen it now.

Looks to me that that it’s Davis’ word against Wilson’s - from what I’ve seen the latter denies the meeting ever happened.

(Edgar Mitchell was a very interesting and thoughtful man, but I don’t thoroughly trust his judgment, either.)
