As with "economic inequality" and the like, what drives such is the lust for power as saviors of the oppressed which actually deters upward mobility, since it rewards persons with help on the basis of race, ethnicity, while penalizing those who overcame discrimination, disadvantages, etc. Discrimination on the basis of non-moral aspects (not one what gender one feels, dresses, and behaves as, which becomes a moral aspect) is wrong, however, the reason the Italians, Poles, Greeks, Chinese, etc. who used to be in these oppressed neighborhoods of economic inequality ended up moving to "better" neighborhoods is not because of favoring them on the basis of ethnicity, but because they generationally overcame such by diligence, having a culture of such, thus resulting in a stronger country.
