How many people and how much property is located a couple hundred miles (or whatever the distance is) northeast of Prudhoe Bay on the frozen sea?

I have flown from Elmendorf to Prudhoe and then on another couple of hours (Cold War, pre-GPS using celestial grid navigation) — it is barren, desolate, empty. The RC-135 we refueled continued on after we turned back.
