Regardless if they hit the water or solid ground the electronics would still be largely intact if you shoot them with 20 mm cannon the electronics will in a million pieces, again just reporting on what I read

All they have to do is use some ball rounds in the gun... (Regular lead) non explosive, and put one burst Into the balloon... It would come down slow enough not to create a massive wreak on the ground. That’s why I think this is all a bunch of bull shit.
