That woman reporting “seeing a jet go by” then a massive explosion in the sky,That may well have been a sonic boom. Any A-A missile would have a 44 pound warhead which wouldn't create a "massive explosion" if detonated at 60K feet.
All that considered, whatever the payload on the balloon was may have exploded when hit by a missile.
Can't wait for more details.

Does our military even know how to shoot it down? With what and how? Fire a missile at it and hope it explodes? It’s just a big plastic/visqueen ball of helium!

Odds are it’s compartmentalized so that if one cell pops the rest don’t. Our JLENS blimps use the same concept.
But, an A2A or G2A missile could damage multiple cells with a single missile.

Does our military even know how to shoot it down? With what and how? Fire a missile at it and hope it explodes? It’s just a big plastic/visqueen ball of helium! It has a large radar cross section, so it could certainly be targeted and destroyed. Of course you then have debris from both the balloon and the missile coming down.

Could be filled with chemical weapons, or who knows what, including an EMP.
