Instead, you get individuals like these 5 cops, who clearly did not have the temperament to be police officers, but because they "looked like" the community they were 'serving' in addition to the lack of truly qualified candidates who wanted the job, they were likely hired to tick the right boxes.
I can see those cops being on a gang task force and doing some of the dirty work in "the hood", but not making traffic stops, especially if they are always turned up to "11" on the intensity meter.
Either way, Memphis will continue to descend into chaos as few and fewer people will want to take the risk of being a cop being told to do your job with one hand behind your back, so they will have to lower the standards and recruit more emotionally "questionable" candidates who lack impulse control. Meanwhile all of the media talking heads and politicians will dumb it all down to "racism".

This EVIL guy has 10 years experience (in beating up citizens) and this other guy is just one year out of the academy with a flawless personal record.

Over the years many have suggested to city mayors that black police should patrol black neighborhoods and white police should patrol white neighborhoods.

Reasons:
The first officers to complain and claim discrimination are black. “Say what?” You want me to work in high crime hoods and whitey police work in white neighborhoods where nothing happens?”
And Police union rules.
The only way that gets resolved is when cities like Memphis are or become majority black.White officers have the fled those cities in droves, which causes such cities to lower police hiring standards to try and find warm bodies to work there.
