There should be an out of state penalty for folks who travel
to loot and burn.

There is, that’s what makes them Federal crimes, among others.
It is sad, if only there were a Federal agency of some kind, maybe a Bureau, that were tasked to Investigate this sort of organized lawlessness and chaos. Oh well.
