I thought this happened with the Gingrich Congress after Tom Foley and other Congressmen got caught insider trading (the laws for which didn’t apply to Congress) and getting sweetheart deals in IPOs. I guess that got reversed.
Yes, all elected officials should remove their assets for investment to a blind trust, left there until they leave office.
