You are what I call a self appointed traffic cop.
Read, know and follow the rules of the road.

My wife and I refer to such drivers as the Anti-Destination League. No shortage of them in Arizona.
She is expressing precisely why there needs to be this law! Nobody OWNS the road! Hope she enjoys her tickets!
People should not have to switch lanes constantly just because someone is traveling faster then the speed limit.
This will create more accidents as the cars are shuffling around.

Nonsense, it’s a safety issue. The road rage incidents are skyrocketing. And left-lane campers need to be fined for selfish inconsiderate driving. Of course, a two-lane road is different. But anymore lanes, and start handing out the tickets! These jackwads think they are policing the road by camping in the left lane, without considering there may be a driver in an emergency situation trying to get to assistance fast!
I fully agree there is nothing worse that going with the flow in the left lane and having some jackass in a Dodge Ram come zooming up closing at 30 mph faster than you, then tailgate you until you get a chance to move to the right to let them go by.
The Eleventh Commandment is : thou shalt not drive slowly and talk on the phone in the left lane. Wow. Let’s see, should I go with the flow of traffic or slow down, dial the number on my phone to call my friend and then text him a photo? Hmm. What would be more ethical and polite to the other drivers?
We were all taught in drivers training, and I bet it is the law in most states, that you may pass in the passing lane as long as you do not exceed the speed limit. That is a hard and fast rule. But where all traffic is moving at a faster speed, you dam well better be in the far right lane if you don’t want to SPEED! And if peeps are riding your bumper, pull over or exit the road.

...The requirement to move over and allow vehicles to pass in the left lane has been law in Minnesota for many years. Effective Aug. 1, the current language of the law is modernized to account for today’s traffic. In a nutshell, it says that whenever practicable, drivers need to move out of the left lane so that other vehicles can pass. In other words, if you need to pass someone, do so in the left lane – but then get back in the right lane as soon as you’re clear.
Signs on the New York State Thruway tell motorists to stay in the right lane, except when passing. New York State law requires all drivers driving below the speed limit to remain in the right-lane, if safe. New Jersey and New Hampshire have laws in place that fine drivers for not using the left lane to pass.Sep 5, 2019

From my observation it appears that above average drivers think the left lane is for them. Hence why 60+% just ride in it with their cruise control on.
I learned to drive in Detroit, Motown. It’s not tailgating unless your bumpers are touching.
I always wanted to put up a bumpter sticker in mirror writing saying,
I’D RATHER PASS YOU ON THE LEFT!
Even Maryland has this law. It’s a matter of enforcement not the law itself. I’ve only ever seen it enforced in New Hampshire.
That said, a Massachusetts cop let me off a 90+ mph speed ticket by writing it up as “failure to move out of the passing lane” instead of speeding: I love that man to this day.
