Ban their re-entry. They did it to my flight school roommate from Luxembourg. We flew a plane to the Bahamas for a weekend. When we brought the plane back the Customs at Ft. Pierce,FL. made him sit in a holding cell until his consulate office in New York managed to obtain a new entry Visa. Almost two weeks. $300 per day back in 1978.
