Please stop repeating this lie. Ukraine did not comply with Minsk because neither did Russia, which claimed it wasn't a party to Minsk at all and so had no reason to withdraw its heavy weapons.

Angela Merkel came out two weeks ago and stated that the West never intended to comply with Minsk, and that it was simply a ploy to arm Ukraine with Western military between 2014 and 2022.

Certainly not how the world* views Merkel’s statement, which she again double-downed on. They see it as vindication of Russia’s claims.
