How stupid can they be?
From San Francisco's $1.7 million porta potty to these new $550k trash cans, every effort and expense needs to be designed in a manner to prevent San Francisco's own residents from intentionally destroying them.
A civilized society could enjoy cheap public restrooms and trash cans but not San Francisco.
Knowing a few, I bet they are.

Here’s my prediction on that: They’ll just knock it over, and shake all the trash out onto the sidewalk, and go through it that way. (Unless it’s bolted to the ground, which would make it difficult to empty).

Given the sad condition San Francisco is in, I wonder how many people would even bother to use a trash can. After all, if you can relieve yourself anywhere, why not just throw your trash anywhere?
