So, it seems like there was probably co-ordinated looting of Russian assets by the usual suspects (banksters and politician-mafia types). Lot's of new "oligarchs" are being made, and as soon as they figure out how to launder the cash ("made a fortune in crypto investing" is still a good one) we'll see new villas in Italy and super-yachts in Monaco I'm sure.

So instead of the article suggesting “looting” as you say, it actually suggests that the Russian banks successfully either moved or hid the assets before they could be frozen.
